All residents at DDH are on fixed incomes and earn less than 30% of the area’s median income.  DDH is a resident managed program that is supported by staff.  Our staff team aims to promote and encourage resident responsibility, independence and individual growth.   In addition, there are two commercial spaces.   Position Description The Residents Services Manager is responsible for the implementation of the supportive services component of the program.  This position oversees the recruitment and screening of applicants for the program, referring residents to a variety of services, participating in committee work with residents, responding to crisis situations, providing guidance in the development of community and self-governing living skill and assisting residents in developing a peer support system.  This position requires some evening hours depending on the need, as well as on-call coverage.

Because lack of or unstable housing and employment can have direct impacts on a range of health outcomes, Washington State Health Care Authority considers the FCS scope of work a health care service. As such, FCS is a fee-for-service program funded by a Medicaid Third Party Administrator, and subject to federal and state reporting requirements. Additionally, FCS Supported Housing and Supported Employment are considered Recovery Support services as part of Catholic Community Services of King County’s Behavioral Health Agency license, and so also must follow standards of Washington Administrative Codes (WAC) as monitored by the Department of Health.   Position Description The FCS Program Director serves as an inspirational and insightful leader, responsible for all FCS Supportive Housing and Supportive Employment services provided in King County.  This position oversees the quality provision of direct service and ensures that documentation is compliant with all federal and state regulations as well as funder requirements. Program revenue is directly impacted by inaccuracies or errors in data reporting or submission, and so oversight of accurate and timely documentation is critical to ensuring the program’s fiscal solvency. The FCS Program Director coordinates closely with others to integrate services so that the FCS scope of work is consistently provided across a wide range of agency programming.  This service integration involves hybrid staffing models in which supervision may be shared between FCS program leadership and a staff’s primary program supervisor. These hybrid models require high degrees of open communication, routine consultation, and collaborative decision-making. Along with the Clinical and Behavioral Health Directors, and in consultation with other agency program leadership, this position develops and implements effective service delivery protocols ensuring equity and efficient use of resources. The position maintains responsibility for updating, distributing and/or creating written program practice guidelines regarding data entry, enrollment eligibility, effective clinical documentation, Medicaid authorizations, and billing reconciliation.
