Job Summary

The Program Director is responsible for the management of several scattered site and Rapid Re-housing programs in the Short-Term Housing Stabilization division including: Single Adults Rapid Re-housing, Families Rapid Re-housing, Shelter Plus Care Voucher Program, RRH Employment Pilot, F-SHARP (Family Services and Housing to Access Recovery Program) and the Streets to Housing Program.

 

The Program Director is responsible for staff supervision, preparing and managing program budgets, preparing funding applications, maintaining relationships with contract monitors, ensuring programs achieve key performance indicators, and acting as the staff liaison to fundraising groups. The operating budget of all programs is approximately 6 million dollars.

Responsibilities

Leadership

  • Provide leadership to the above programs and support the overall department culture. This position is a key contributor to the mission and vision for services in Short Term Housing Stabilization (STHS) Department.  
  • Responsible for the oversight of hiring and supervising all program staff (program managers, case managers, program supervisors and volunteers).
  • Direct supervision of two program managers.
  • Responsible for ensuring staff attend required trainings.
  • Ensure contract compliance for each program.
  • Ensure client records meet agency and contract standards.

Fiscal Management

  • The Program Director, with the Division director, is responsible for the fiscal health of programs they supervise. This includes oversight of budget management, grant writing, and government contracts.
  • With the Division Director prepare and monitor separate budgets for programs for approximately $6 million of annual funding across the programs. This includes federal, state, county and local government funds which are subject to audit.
  • Monitor government contracts. Assist programs with record keeping and audit preparation.
  • Manage and enter data on residents into the agency database and the local Homeless Management Information System. Produce detailed quarterly and annual demographic and service reports for several funders.
  • Prepare monthly and quarterly reports using PowerBI and HMIS for funders and invoices.
  • Write applications for funding including government, foundation and private sources.

Program and Community Development

  • This position represents CCS King County in Rapid ReHousing and scattered site housing work. This includes managing relationships with multiple local funders, community leaders, and advocacy groups.
  • Work with the King County Regional Homeless Authority on initiatives related to RRH and Scattered site housing.
  • Attend Monthly meetings with King County Housing Authority and King County to support improved access to housing for Child Welfare involved families.
  • Represent the agency to the local coalitions and planning groups.
  • Work to increase program participant feedback in program design and evaluation

Miscellaneous

  • Work closely with the Client Information Systems team to create PowerBI reports to drive the used of data in decision making throughout the agency.
  • This position supervises some programs required to be HIPPA compliant. This role will ensure the programs adhere to all HIPPA related policies.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material.  Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.  Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

Qualifications

Minimum Qualifications

  • Bachelor's degree in social services or a related field, or commensurate experience in social services.
  • At least two years of experience in direct provision of social services, preferably with homeless people.
  • Four years of supervisory experience.
  • Minimum 4 years of program management experience that includes budget development, strategic planning. Understanding of problems homeless people often face, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
  • Excellent written and oral communication.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and objective of Catholic Community Services.
  • Valid Washington State Drivers License and meet conditions of agency driving policy.

Preferred Qualifications

  • Master’s degree in Social Work or a related field.
  • Experience in social service administration and supervision.
  • Fluency in Spanish.
