Program Description

CCS King County’s Workforce Development program focuses on helping clients and staff begin and build careers in housing and homelessness services. Programs include three components:

  1. Aspiring Social Services Employee Training (ASSET) in-house training program that prepares clients for entry-level positions (operational)
  2. Social Service Provider Academy (SSPA) certificate programs in partnership with local colleges to help entry-level staff at CCS and partner agencies build their careers in housing and homelessness services (pilot phase)
  3. An in-house computer skills training program for students and CCS staff who have not had sufficient opportunities to learn the computer skills required for human services work (pilot phase).

In all programs, the focus students are those who have experienced barriers to higher education such as racism, poverty, and housing insecurity.

 

Position Description

The Program Manager position includes a range of tasks including working with students directly, managing program contracts, data and finances, collaborating with others to set program direction, build curriculum and implement programming.  Of the three workforce programs, this position will focus more directly on the SSPA and computer skills programs, taking a leadership role with both programs. The position networks, communicates and coordinates with CCS staff and external partners. Tasks include marketing, outreach, recruitment, documentation, and file management. This position also includes tasks related to the design, implementation, and instruction of computer skills classes tailored to the needs of Workforce students and CCS staff.

 

The Program Manager supports a positive and engaged program culture, and provides trauma informed services to students who include both clients and direct service employees referred by King County social service agencies. This is a full-time position with CCS based at CCS headquarters in Seattle with occasional travel within King County to connect with colleagues, colleges, partner agencies and clients.

 

Responsibilities

Program Leadership

  • With the Program Director, work to set direction for Workforce programming and develop and implement new programming as needed.
  • With the Program Director, set priorities for program staffing.
  • Supervise 1-2 staff and consultants as directed and as funding allows.
  • Lead the management of program finances including budgeting, invoicing, and tracking expenses.
  • Lead the management of program contracts including compliance and reporting.
  • Ensure that programs are implemented in ways that are consistent with agency priorities, trauma informed, and anti-racist.
  • Take a leadership role in college partnerships, and CCS work groups as needed to align and implement appropriate programming.

Program Outreach and Coordination

Collaborate with colleges and partner organizations on SSPA outreach and marketing. Develop and maintain program marketing materials. Coordinate program outreach and student recruitment.  Maintain student referral and application files and support student selection process.

  • Initiate and maintain thorough, collaborative communication with colleges, partner organizations, and potential students including outreach, applications, and referral to the college.
  • Develop effective program marketing materials for distribution to all participating organizations.
  • With colleges, establish SSPA calendar, class information, and schedules.
  • Coordinate student selection process with SSPA team.
  • Maintain record keeping processes for selection, enrollment, case management, and program completion. Participate in program evaluation.

Case Management

Provide accessible, responsive, and professional case management services to up to 30 students per year in college partnership programming. These students will also be supported by college staff. Serve as liaison and first point of contact with the student, college and student-referring organization to positively address barriers, challenges and needs to support student’s school and work success.

  • Communicate with student’s supervisor(s) to build awareness and regarding challenges and achievements.
  • Work with college navigator to ensure successful enrollment, and cultivate and maintain positive, connected student cohorts.
  • Monitor student progress and provide guidance and material support as needed.
  • Support students with internships and practicum classes including placement and coordination.
  • Initiate and maintain thorough program recordkeeping and student case notes. Participate in established paperwork and data entry systems.

Computer Skills Curriculum and Instruction

Work with other members of the Workforce team to design and deliver a series of computer skills training classes and opportunities including:

  • Identifying key topics for computer skills classes.
  • Building computer skills curriculum modules.
  • Tracking student interest, class registration, and course completion.
  • Facilitating computer classes to groups of students, both online and in-person.
  • Host staff drop-in learning opportunities, both online and in-person. 

General Responsibilities

  • Adhere to confidentiality guidelines and respect student privacy.
  • Maintain accurate record of hours worked and submit timesheets on schedule.
  • Participate in required trainings as scheduled.
  • Actively participate in staff and supervisory meetings as required.
  • Contribute to and support a positive, culturally aware, anti-racist work environment.
  • Contribute to a team-oriented, positive, collaborative SSPA work environment.
  • Participate in agency advocacy on behalf of the program and students served.
  • Support Workforce team with other initiatives as needed.
  • Perform other job-related duties as assigned.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material.  Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.  Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

  • Able to hear telephone rings, phone conversation and face-to-face conversation, door bells and emergency alarms.

  • Vision that enables person to read normal size print and handwritten notes; and distance and peripheral vision than enables person to monitor living spaces and identify concerns that require staff response.
  • Able to sit for sustained periods of time.
  • Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations.
  • Mobility/dexterity of hands/arms to enable keying into a unit or other locked area as well as using computers and other office equipment.
  • Ability to prioritize multiple tasks, and to work independently and as a team member.
  • Ability to regularly lift and carry up to 20 pounds and occasionally up to 40 pounds.
  • Regularly able to perform duties as assigned.
  • Able to make independent decisions and apply sound judgment in performing job duties.

Qualifications

  • Bachelor's degree, OR any combination of relevant education, training and experience that indicates successful performance of the essential functions of the position.
  • Two years of experience providing social services or education.
  • One year of experience of program management or leadership.
  • Significant knowledge of Microsoft Office applications including Excel, Outlook, and Word as well as web navigation and research and online virtual meeting platforms.
  • Ability to train adult learners in basic computer skills.
  • Excellent oral and written communication skills.
  • Demonstrated awareness, attitude and ability to communicate and work respectfully and effectively with people from diverse racial, ethnic, religious, linguistic, gender, age, sexual orientation and socio-economic backgrounds, and with diverse physical and learning abilities.
  • Demonstrated team-building skills with ability to work independently and with multiple teams.
  • Time management, multitasking, and coordinating work outcomes/activities with multiple program partners.
  • Demonstrated problem-solving and issue assessment skills with intervention planning/implementation skills.
  • Demonstrated skill handling personally identifiable information (PII).
  • Demonstrated skill in financial management.
  • Knowledge of the issues of homelessness and trauma, and the challenges encountered by people experiencing homelessness, poverty and marginalization. General knowledge of resources and support for people in homelessness in King County.

Preferred Qualifications

  • WA state driver's license and ongoing use of a vehicle.
  • Experience with data entry and databases used in social services.
  • Experience navigating students towards educational success.
  • Experience as a computer skills instructor in a classroom setting.
  • Experience supervising employees or volunteers.
